The effect is similar to the Deep Blue filter, except more saturated.
The semi-black and white version has the black and white layer set at 85% opacity:

Since the effect of this filter is more intense than the Deep Blue filter, the layer opacity of the black and white layer was set at 85%. Despite this, the skin has a slight hue.
